Why sometimes external journal sites (science direct/ieee explorer digital library) is not opening?

The problem is regarding the violating the SLA (Service level agreement) with the journal sites.Sometimes systematic download is happening from IIITDMJ community network to the journal sites. When this systematic downloads of the journals by third party software is beyond the SLA limit then the external journal sites blocked our public IP to access their sites. This is not at all desired activity from IIITDMJ Community.
This problem is not with some individual pc, It will create problem for whole IIITDMJ community which are connected with the particular blocked public IP at that time.
You can see the public IP by typing "what is my ip" in google search bar when your pc is not opening the journal sites. Any body, connected to that public IP at that particular time, will not get the external journal site to be accessed.
